Communities reach Delphi tax-sharing agreement...
City leaders from Dayton, Kettering, Moraine and Vandalia have agreed to a 10-year deal in which they pool all income tax revenue from Delphi employees, then divide the mone at the rates each community received in 2004.
The agreement removes the incentive for the region's communities to compete against one another over Delphi jobs. It also presents one regional voice to the company as it considers its options for getting out of bankruptcy protection.
The agreement still must be approved by the city councils and commissions for each community. It would take effect Jan. 1. Under the deal, if Delphi cuts jobs at any of the plants, the four communities will still pool the revenue each gets from Delphi income tax at remaining plants and divide it up at the same proportion of local Delphi taxes that they received in 2004. Dayton would get 48 percent, Kettering 24 percent, Moraine 15 percent and Vandalia 13 percent.
There are 5,700 employees in Delphi plants in Dayton, Kettering, Delphi and Vandalia.
